people MILLER MILLER JOINS DELCAN Larry Miller, a leader in the rail and transit industry in North America, has joined Delcan, a multi-disciplinary engineering, planning, management and technology fi rm. Miller has more than 30 years of senior management experience in both the public and private sectors. Prior to joining Delcan, he served as VP at Gannett Fleming, executive director/CEO of the Regional Public Transportation Authority in Phoenix and CEO of BC Transit in Vancouver, Canada.
