Challenges: On the fxed-route side, the key area of improvement was getting the fleet to align geographically with routes. "In the old model, deadheads were exces- sive and the cost of running the service was unnecessarily high," Promponas says. Solutions: The company used a num- ber of tools to derive efciencies from the system, including proprietary run-cutting software and Infor EAM software (brand- ed as First Base.info), which serves as the backbone of the maintenance and facili- ties operation. " The software allows us to sched- ule repairs in a very systematic and ef- ficient way, including the automation of generating purchase orders as part of the inventory management process," Promponas explains. First Transit also provided 40 hours of customized annual skills enhancement training for its technicians. "Our goal is to reach ASE Blue Seal cer- tification at all of our maintenance op- erations," Promponas says. "In addition, we also provide virtual training that be- gins with a comprehensive online skills assessment to establish baseline knowl- edge, and the program is then customized through training modules based on their identifed needs." Te company also uses the Transporta- tion Safety Institute's training curriculum for our operators and instructors. Results: "Our strateg y saved over 450,000 feet miles per year and 23,000 pay hours," Promponas says. NATIONAL EXPRESS - SOLANO COUNTY TRANSIT Cincinnati-based transit-contracting firm, National Express deployed an in- novative program to help rebuild a safety culture for Solano County (Calif.) Transit (SolTrans). National Express took over op- eration of 75 fxed-route buses and eight paratransit vehicles as well as the manage- ment of 95 bus operators and 130 total em- ployees, beginning in July. Challenges: "Prior to the takeover, safety issues recognized included ques- tionable employee morale overall and the accident rate was approximately 2.0 accidents per one hundred thousand miles," says Tom Greufe, VP, safety, for National Express. Training staf also identifed a number of "at risk driving behaviors," including speeding, hard stops, not coming to com- plete stops, and aggressive pull-ins and pull-outs of bus stops. Solutions: To mitigate the problems, National Express employees implement- ed safety culture training sessions cover- ing five culture-building steps: Create a vision of the desired safety culture; assess the current safety culture's strengths and weaknesses; develop a safety action plan and allocate resources; implement the safety action plan strategy and hold peo- ple accountable for meeting objectives; conduct ongoing evaluation of progress.
